Yes, you can do some local SEO without a website, but the ceiling is lower than most people realise. Here’s exactly how far Google Business Profile alone will take you, and where you’ll hit the wall.
Do I really need a website to do local SEO? We hear this question at a lot from small business owners on a tight budget:
The honest answer is yes, you can do some local SEO without a website. Google Business Profile lets you appear in Google Maps and the local pack with no website at all, and for a handful of very small or simple businesses, that’s genuinely enough to bring in enquiries.
But it’s important to be straight with you. Without a website, you’ll be playing with one hand tied behind your back. Here’s how far you can realistically get with just a Google Business Profile, and where the ceiling sits when it comes to competing for serious local visibility.
What can you actually do with just a Google Business Profile?
A fully optimised Google Business Profile is more powerful than people give it credit for.
With no website at all, you can:
- Appear in Google Maps and the local pack for “near me” searches in your area
- Display your business hours, services and contact details
- Collect and respond to customer reviews
- Post photos, updates and offers
- Use GBP messaging to handle enquiries directly
- List your service areas and categories
For a sole trader in a low-competition market, a window cleaner in a small town, say, this can be enough to keep the phone ringing. We’re not going to pretend otherwise. If your customers find you mostly through Google Maps and word of mouth, a fully optimised GBP can carry a fair amount of weight on its own.
Where you hit the ceiling
Here’s where things get interesting. Whitespark publishes an annual Local Search Ranking Factors report, drawn from 47 of the top local SEO experts in the world. It’s the gold-standard source for understanding what actually moves the needle in local rankings.
Of the top 50 factors influencing local pack rankings in 2026, 16 of them require a website. That’s nearly a third of your potential leverage, completely unavailable to you if you don’t have a site.
The list of website-dependent ranking factors includes:
- Dedicated pages for each of your services
- Content that demonstrates geographic and topical relevance
- Inbound links to your domain from locally and industry-relevant sites
- Internal linking across the site
- Title tags and headings that match local search intent
- HTML NAP details matching your Google Business Profile
- Domain authority, site speed, mobile-friendliness, HTTPS
Without a website, none of these signals exist. You’re not failing at them, you’re just not in the game for them. And in any market with even moderate competition, the businesses ranking above you are quietly using all of them.
There’s another, often-overlooked limitation: not every local search triggers the map pack. Research-style queries (“best dentist for nervous patients in London”), specific service questions, or longer informational searches usually skip the map pack and show standard organic results. Without a website, you can’t compete for any of those, and these often represent higher-intent traffic. Someone asking “best dentist for nervous patients” is much closer to booking than someone typing “dentist near me.” GBP gets you the basic queries. A website opens up everything else.
The AI search angle
It’s also worth knowing that AI search tools (such as ChatGPT, Perplexity, Gemini, Google’s AI Overviews, Claude) overwhelmingly cite websites as their source for local recommendations. Without a website, your visibility in AI-driven local search is severely limited, and as more consumers shift towards AI tools to find local services, that’s only going to matter more.
The pragmatic approach
If budget is tight, start with a fully optimised Google Business Profile. It’s the right first move and it’ll do real work. But treat it as the beginning of the journey, not the destination.
Even a simple one-page website, properly built with local content and clean technical foundations, unlocks a chunk of those ranking factors straight away. And thanks to AI, you can whip up a one page website in just a matter of hours these days, with no web design experience. From there, you can grow into something more substantial as the business grows. Local SEO works best when GBP and website pull in the same direction. One without the other always leaves leverage on the table.
